PARSS draws its members primarily from
the rural areas of the State which comprise more than two thirds of the
total area within Pennsylvania’s borders. The organization’s focus and
purpose is to promote equal opportunity for quality education for
ALL students in every school and community in Pennsylvania.
Further, PARSS functions:
-
to research,
collect and compile data and other information relating to the concerns,
needs and problems of school districts, including rural and small school
districts, in the Commonwealth of Pennsylvania;
-
to
formulate plans, proposals, subsidies and curricula to address
the concerns, needs and problems of school districts, including rural
and small school districts, in the Commonwealth of Pennsylvania;
-
to inform
the General Assembly and Board of Education of the Commonwealth of
Pennsylvania, other governmental bodies and agencies, and the general
public of the concerns, needs and problems of school districts,
including rural and small school districts, in the Commonwealth of
Pennsylvania;
-
to influence
constitutional amendment, legislation, regulation and public policy so
as to address the concerns, needs and problems of school districts,
including rural and small school districts, in the Commonwealth of
Pennsylvania;
-
to prosecute
litigation in the courts of the United States and of the Commonwealth of
Pennsylvania for the protection of the rights under existing law of
school districts, including rural and small school districts, in the
Commonwealth of Pennsylvania and of the students served thereby:

to inform
the members of PARSS of the activities of the Organization;
-
to solicit
the support of the members of PARSS in disseminating the information
gathered and promoting the policies advocated by the Organization; and
-
to do such
other and further things as may be necessary, appropriate or convenient
to the achievement of the foregoing purposes and which may lawfully be
done by a nonprofit corporation under and pursuant to the laws of the
Commonwealth of Pennsylvania.
Membership Categories
Members with voting rights
School District Membership is
open to all Pennsylvania school districts of the 2nd, 3rd,
and 4th class as defined in the Pennsylvania School Code.
Members sans voting rights
Education Associate Membership
is open to any person or organization that has a non-commercial interest in
being an affiliate of PARSS
Business Associate Membership is
open to any person or firm that would benefit from the sale of products and
services to school districts in Pennsylvania.
